This study investigates the relationship between mental health and emotional intelligence among senior high school students in a public school. Thus, the study employed a correlational design to measure the relationship between mental health and emotional intelligence among 152 Grade 12 senior high school students in a public school. Hence, to measure the study’s variables - Mental Health Inventory and Emotional Intelligence Scale (EIS) were utilized. Based on the inferential statistics, the r coefficient of 0.32 indicates a low positive correlation (...) between the variables and a p-value of 0.00, indicating a significant relationship between the respondents' mental health and emotional intelligence. Resumen: La presente contribución gira en torno al significado del atentado terrorista del 11 de septiembre de 2001 para la hermenéutica filosófica, en particular la de Gianni Vattimo. El turinés gestó en sus textos de entre 2006 y 2014 una versión nueva de la hermenéutica que se basa en la experiencia de este acontecimiento. Esta nueva hermenéutica estaría atenta al conflicto y a las transformaciones sociales y tendría por núcleo la noción de “evento”, Sin embargo, Vattimo mismo no ofrece una (...) definición operativa adecuada del término. Ante esto, propongo incorporar a la tradición hermenéutica conceptos como “evento” y “milagro”, acuñados por Joseph de Maistre. Se trata de una propuesta de “maistrianización” de la hermenéutica para hacer de ella un discurso viable y fructífero en un mundo violento e inestable. (shrink)

En calidad de tal acompañó el proyecto del General rioplatense José de San Martín de transformar en 1822 la monarquía peruana en un reino independiente. Pero, a diferencia de la multitud de sus contemporáneos, la historiografía apenas lo presenta como un circunstante en la epopeya de la emancipación, de quien no se conserva ni un retrato. El motivo es la extraña adherencia de este personaje a las ideas (...) del ultramontanismo y su temprana cercanía con la obra del contrarrevolucionario francés Joseph de Maistre. This paper explores the intersection between the extended mind thesis and transhumanism, with a particular focus on how technology may influence, alter, or enhance human cognitive abilities. The extended mind thesis posits that external elements can become integral components of cognitive processes. Drawing on this notion, the paper contends that transhumanism adopts such perspective in advocating for the possibility of cognitive enhancement. In this sense, it assesses whether technology can truly improve cognitive function or whether it might, instead, induce a (...) specific type of ignorance by diminishing cognitive phenomenology—the lived, experiential dimension of mental processes or the phenomenal aspect of cognitive consciousness. The assumption that cognitive technologies inherently enhance independent mental performance is challenged, with the argument that overreliance on technology may impair the ability to execute cognitive tasks autonomously. The analysis concludes that the integration of technological artifacts with human cognition can indeed lead to a specific form of ignorance by compromising cognitive phenomenology. It also suggests that such ignorance signals that the excessive use of technology may undermine the ability to perform cognitive tasks independently. These two conclusions invite reconsideration of the transhumanist claim that technology can improve human cognition. -/- El artículo explora la intersección entre la tesis de la mente extendida y el transhumanismo, enfocándose, específicamente, en cómo las tecnologías pueden influir, alterar o expandir nuestras capacidades y habilidades cognitivas. A través de un análisis de la tesis de la mente extendida, que propone que algunos elementos externos pueden formar parte constitutiva de nuestros procesos cognitivos, se argumenta que el transhumanismo adopta dicha tesis al tratar el asunto del mejoramiento cognitivo, y se examina si la tecnología puede realmente mejorar nuestras capacidades mentales, o si, por el contrario, podría inducir a un tipo específico de ignorancia al hacernos perder la fenomenología cognitiva, es decir, la vivencia de nuestros procesos mentales o el aspecto fenoménico de nuestra conciencia cognitiva. Se cuestiona, además, si el acoplamiento con tecnologías cognitivas disminuiría nuestra capacidad de realizar tareas mentales de forma autónoma, sugiriendo que una dependencia excesiva de la tecnología podría reducir nuestra habilidad para realizar procesos cognitivos sin ayuda de artefactos tecnológicos. Luego del análisis, el artículo concluye que, efectivamente, nuestro acoplamiento con artefactos tecnológicos puede conducirnos a un tipo específico de ignorancia al eliminar nuestra fenomenología cognitiva. También determina que dicha ignorancia es síntoma de que el uso excesivo de tecnologías puede despojarnos de nuestra habilidad de realizar tareas cognitivas sin asistencia tecnológica. Estas dos conclusiones deberían minar, o al menos replantear, las aspiraciones transhumanistas acerca del mejoramiento tecnológico de nuestra mente. (shrink)

This paper identifies, develops, and argues for an interpretation of Mary Astell’s understanding of self-government. On this interpretation, what is essential to self-government, according to Astell, is an agent’s responsiveness to her own reasoning. The paper identifies two aspects of her theory of self-government: an ‘authenticity’ criterion of what makes our motives our own and an account of the capacities required for responsiveness to our own reasoning. The authenticity criterion states that when our motives arise from some external source without (...) validation by our own understanding of the reasons supporting them, then they are not our own. The capacities requisite for responsiveness to our own reasoning are those of examining and evaluating our own motives and of resisting the social pressure to conform to others’ opinions. An upshot of this interpretation of Astell’s theory of self-government is that it reveals her insights into the ways ‘custom’ can undermine an individual’s ability to govern oneself. (shrink)

This paper considers three modes of captivity with an eye to examining the effects of captivity on free agency and whether these modes depend on or constitute coercion. These modes are: physical captivity, psychological captivity, and social/legal captivity. All these modes of captivity may severely impact capacities a person relies on for free agency in different ways. They may also undermine or destroy a person’s identity-constituting cares and values. On a Nozick-style view of coercion, coercion amounts to conditional threats and (...) so many of the processes creating captivity are not coercive. However, this view overlooks the role that barriers to action play in making threats effective. Thus, an enforcement view of coercion is better to understand the coercion that takes place in captivity but the effects of the use of power on a captive’s psychology remains an important area of investigation. This study aimed to assess the sensory attributes and general acceptability of steamed meat of broiler chickens fed with non-fermented (control) and fermented diets. The study used water, water + coco vinegar, and water + RPL8+AKE probiotic as fermenting causal agents. A total of thirty (30) breast carcass (steamed at 100oC for 10-15 minutes) samples per treatment at five grams (5g) per sample were utilized for evaluation. A group of thirty trained taste panelists composed of Food Technology students assessed the (...) sensory attributes using the quality score and Hedonic scale sheets. Descriptive statistics were used in the sensory evaluation, and analysis of variance (ANOVA), and multiple comparison test using Tukey’s honestly significant difference (HSD) test was used to compare the treatment means of the sensory attributes of the steamed meat samples in terms of skin color, flesh color, aroma, texture, taste, and general acceptability. The rating scores on skin colors (p-value=0.050), and texture (p-value=0.013) of steamed meat of broiler chickens fed with non-fermented and fermented diets were significantly different at a 5% level. Results revealed that the fermented diets have improved the broilers' skin colors (yellowish cream) and improved the texture quality of meat (moderately firm). Based on ANOVA, there is no significant difference observed in the descriptive scores in relation to flesh color (p-value=0.171), aroma (p-value=0.621), taste (p-value=0.723) and general acceptability (p-value=0.491). However, the steamed carcass of broiler-fed fermented diets (coco vinegar and probiotic) is slightly preferred based on ranks. Hence, fermented diets can modify the meat quality of broilers to meet consumers’ expectations. (shrink)

El objetivo de este artículo es establecer una condición de posibilidad para el diálogo interreligioso o religioso-ateo. Esta condición consiste en tomar los conceptos de «verdad» y «condiciones de verdad» como elementos centrales de la naturaleza de la creencia religiosa. Además, para hacer posible el diálogo, es necesario rechazar cualquier rasgo de inefabilidad de cualquier descripción satisfactoria de la creencia religiosa. Así, en primer lugar, se examinará el trabajo de Wittgenstein en su Tractatus Logico-Philosophicus para mostrar que, en esta aproximación, (...) todo discurso religioso es un sinsentido y, por lo tanto, ningún diálogo sería posible. En segundo lugar, se analizará la obra tardía de Wittgenstein, para mostrar que conceptos como «juego de lenguaje», «forma de vida» y «ver-aspectos» no son herramientas suficientes que permitan el diálogo. En general, se argumentará que ambas perspectivas de Wittgenstein fallan debido a que asumen que la inefabilidad es un atributo esencial de la creencia religiosa. Finalmente, se argumentará que los conceptos de «verdad» y «condiciones de verdad» son esenciales a la creencia religiosa, si se quiere garantizar el diálogo interreligioso. Se defenderá que la interpretación radical de Davidson es útil para este propósito y además permite la tolerancia entre puntos de vista religiosos y divergentes. (shrink)

We characterize four fruitful and underappreciated epistemic roles played by the concept of an individualized niche in contemporary biology, utilizing results of a qualitative empirical study conducted within an interdisciplinary biological research center. We argue that the individualized niche concept (1) shapes the research agenda of the center, (2) facilitates explaining core phenomena related to inter-individual differences, (3) helps with managing individual-level causal complexity, and (4) promotes integrating local knowledge from ecology, evolutionary biology, behavioral biology and other biological fields. El artículo presenta el panorama entero de las ideas políticas del notorio conservador peruano Monseñor Bartolomé Herrera. Se trata por vez primera de un estudio exhaustivo de las redes conceptuales y filosóficas de su peculiar concepción del republicanismo, que se califica aquí de “reaccionario”. Luego de incluirlo en su contexto en la historia de las ideas en la polémica entre liberales y conservadores, el texto sostiene que, aparte de sus influencias neoconservadoras restauracionistas, Herrera, considerado hasta hoy un conservador liberal, habría (...) sido más bien un consumidor militante –pero encubierto- del pensamiento reaccionario del Conde De Maistre, el Vizconde de Bonald y, más particularmente, de Agustín Barruel, fuente reaccionaria descuidada por los especialistas en el pensamiento político peruano. Herrera habría sido un tipo peculiar de republicano: Un republicano reaccionario. Aunque de manera simulada y escondiendo sus fuentes, el Obispo de Arequipa, en tono análogo al Valdegamas de 1848, habría desarrollado una concepción anticontractualista y antiliberal de la república peruana desde una teología política contrarrevolucionaria. El presente texto es un intento por presentar el pensamiento del filósofo político más significativo del primer tercio del siglo XX peruano. José de la Riva-Agüero y Osma, Marqués de Montealegre de Aulestia (1885- 1944) es famoso en la historia del pensamiento peruano por haber liderado la así llamada “Generación del 900”, pero más aún por sus discursos políticos y sus teorías sobre la historia y la literatura, orientadas al nacionalismo. Montealegre va a ser recuperado aquí desde el punto de (...) vista de sus contactos sociales españoles. Ésta es una clave para interpretar la dimensión de fondo, uno de los presupuestos hermenéuticos más básicos de su tesis principal en política: el nacionalismo tradicionalista. En lugar de la crítica de fuentes, se va a intentar dar un marco a las ideas del pensador sobre la base de sus relaciones biográficas, en particular las entabladas con la intelectualidad y la nobleza españolas, un trabajo que ha sido posible a través de su correspondencia. En este artículo, defiendo que las creencias religiosas pueden ser pragmáticamente racionales. Una creencia religiosa es pragmáticamente racional si es consistente con una ética de las virtudes, como la de Martha Nussbaum, al margen de si tal creencia tiene evidencia o justificación como soporte epistémico. Para lograr tal objetivo, primero, analizaré algunas tesis pragmatistas y anti-evidencialistas de William James y Richard Rorty. En segundo lugar, analizaré el evidencialismo de William Clifford y Susan Haack. Luego, argumentaré que, aunque los argumentos evidencialistas (...) son más fuertes que los anti-evidencialistas, es posible satisfacer las demandas de ambas posiciones. En particular, sostendré que la diferencia pragmática relevante descansa en garantizar que la creencia religiosa no implique daño moral. Finalmente, argumentaré que, para satisfacer las demandas evidencialistas y anti-evidencialistas, es necesario establecer un marco moral para cualquier cuerpo de creencias religioso. -/- In this article, I defend that religious beliefs can be pragmatically rational. A religious belief is pragmatically rational if it is consistent with an ethics of virtues, like Martha Nussbaum’s, regardless if such belief has evidence or justification as epistemic support. In order to argue that, firstly, I will analyze some pragmatist and anti-evidentialist thesis from William James and Richard Rorty. Secondly, I will analyze the evidentialism of William Clifford and Susan Haack. Then, I will argue that, although evidentialist arguments are stronger than anti-evidentialist arguments, it is possible to satisfy the demands of both positions. In particular, I will hold that the pragmatist and relevant difference relies on ensuring that religious belief cannot implies moral damage. Finally, I will argue that, in order to satisfy both evidentialist and anti-evidentialist demands, it is necessary to establish a moral frame for any religious creed. (shrink)

The problem of personal identity contains various questions and issues, but the main issue is persistence; how can one person remain the same over time? Modern philosophers have proposed various solutions to this problem; however, none are without problems. David Hume rejected the notion of personal identity as fictitious and posited a theory that personal identity is merely a bundle of perceptions which does not remain the same over time. Hume’s approach to personal identity is flawed, and Derek Parfit pushed (...) back against Hume’s complete rejection of personal identity through his argument of psychological continuity; a continuous chain of overlapping cognitive connections between beliefs, preferences, memories, and other characteristics can meet the criterion of identity. However, Parfit falls short in only acknowledging mental features as the essential property of personal identity; physical features such as age, race, sex, etc. have a significant impact on one’s understanding of themselves. Through a combination of Hume’s bundle theory and Parfit’s psychological continuity, an understanding of what personal identity is and how it is able to remain constant over time can be reached. In this paper, I argue that personal identity is a bundle of mental and physical features that persists through time through psychological continuity. (shrink)

Defenderé que la tesis de la mente extendida no es un argumento a favor de la posibilidad del transhumanismo. Si la tesis es cierta, el que nuestra mente se extienda en el mundo no es algo que se da exclusivamente por las nuevas tecnologías, sino que es una característica que poseemos desde hace miles de años. La inscripción de signos en las cavernas sólo difiere en grado de los implantes tecnológicos de un cyborg. Argumentaré lo anterior mostrando que, aunque los (...) cyborgs pueden obtener cierta información que un cuerpo humano normal puede no tener, esta diferencia no es cualitativa. El qualia de la experiencia humana tendría que variar radicalmente para que sea posible afirmar que el cyborg es algo distinto y superior. En últimas, quizás los seres humanos siempre hemos sido cyborgs. (shrink)

Objective. We investigated associations between adults’ beliefs about the heritability of virtue and endorsements of the efficacy of specific parenting styles. Design. In Studies 1 (N = 405) and 2 (N = 400), beliefs about both the genetic etiology of virtuous characteristics and parenting were assessed in samples of parents and non-parents. In Study 3 (N = 775), participants were induced to view virtue as determined by genes or as determined by social factors. Heritability beliefs and authoritarian parenting endorsements were (...) subsequently measured. Results. Study 1 and Study 2 converged to reveal that tendencies to view characteristics as determined by genes were positively associated with endorsement of authoritarian parenting styles. This association occurred independent of individual differences in essentialism and rightwing authoritarianism. Study 3 revealed that exposure to genetic accounts of virtue increased beliefs that virtue is caused by genes, which in turn was positively associated with endorsements of authoritarian parenting responses to child problem behavior. Exposure to genetic accounts of virtue increased endorsement of authoritarian parenting among parents, but was unrelated to authoritarian parenting among non-parents. Conclusions. These studies suggest that genetic accounts of virtuous characteristics reliably relate to more positive beliefs about harsh and controlling parenting practices, illuminating an unrecognized cognitive factor associated with authoritarian parenting endorsement. En efecto, la ciudadanía democrática asume esta forma de organización de la sociedad como una manera de vivir, lo que debe traducirse en que las acciones (...) de las personas sean solidarias y transformadoras, algo que resultaría del despliegue de las habilidades superiores del pensamiento. Por tanto, no es gratuito que esta propuesta de educación filosófica para la infancia apunte a la formación de ciudadanos razonables, ya que una tarea así requiere de la propiciación de ciertas condiciones que favorezcan el desarrollo del pensamiento multidimensional en las aulas de clase; en este sentido, el arribo a una democracia plena y reconstructiva requiere de una preparación integral en las comunidades de investigación, de cara a un ejercicio efectivo de la ciudadanía democrática. De modo que el propósito de este artículo consiste en evidenciar el lugar privilegiado que ocupa dicha ciudadanía en el constructo del filósofo y pedagogo norteamericano. (shrink)

This paper examines how metaphors shape our thinking about and conceptualizing of artificial intelligence (AI), noting that their inherent imprecision leads to discrepancies in our understanding and objectives for AI. By exploring the concept of 'bad metaphors' that equate artificial intelligence with human intelligence, paper argues that these metaphors often carry additional, unintended meanings that distort our understanding and expectations of AI. The terms “artificial” and “intelligence” themselves are ambiguous and ideologically loaded, contributing to the complexity. The paper critiques the (...) anthropocentric and mechanistic metaphors, like “AI as human” and “brain-computer,” which perpetuate unrealistic expectations. By deconstructing these metaphors within broader cultural and historical contexts, the paper calls for a more nuanced and precise understanding of AI, moving beyond simplistic and potentially misleading analogies. Objective: Evidence suggests people experience an oral size illusion and commonly perceive oral size inaccurately; however, the nature of the illusion remains unclear. The objectives of the present study were to confirm the presence of an oral size illusion, determine the magnitude (amount) and direction (underestimation or overestimation) of the illusion, and determine whether immediately prior crossmodal perceptual experiences affected the magnitude and direction. Design: Participants (N = 27) orally assessed 9 sizes of stainless steel spheres (1/16 in to 1/2 (...) in) categorized as small, medium, or big, and matched them with digital and visual reference sets. Each participant completed 20 matching tasks in 3 assessments. For control assessments, 6 oral spheres were matched with reference sets of same-sized spheres. For primer-control assessments, similar to control, 6 matching tasks were preceded by cross-modal experiences of the same-sized sphere. For experimental assessments, 8 matching tasks were preceded by a cross-modal experience of a differently sized sphere. Results: For control assessments, small and medium spheres were consistently underestimated, and big spheres were consistently overestimated. For experimental assessments, magnitude and direction of the oral size illusion varied according to the size of the sphere used in the cross-modal experience. Conclusion: Results seemed to confirm an oral size illusion, but direction of the illusion depended on the size of the object. Immediately prior cross-modal experiences influenced magnitude and direction of the illusion, suggesting that aspects of oral perceptual experience are dependent upon factors outside of oral perceptual anatomy and the properties of the oral stimulus. Beyond his contributions to academia, his ideas are significant for emphasizing the connection between psychology and philosophy rooted in Filipino culture. To explore Bulatao’s profound thought, this paper will utilize the twelve discourses of Filipino Philosophy proposed by Demeterio as an analytical framework. These discourses will serve as a guide in analyzing selected works of Bulatao to (...) highlight the distinct philosophy present in his writings. Since philosophy is always linked to the context of history, culture, and personal experience, this study will also give attention to Bulatao’s biography. By revisiting key stages of his life—from his education and vocation as a priest to his contributions to academia—the roots of his ideas and their importance in the Filipino context will become clearer. The paper aims to demonstrate how his academic and philosophical endeavors serve as a bridge for a deeper understanding of the relationship between psychology, philosophy, and Filipino culture. The paper examines the validity of the apostolic ministry in our day, its relationship to missionary work, and how it relates to missionaries who have shown characteristics of an apostolic ministry. In this paper, the ministry of John Bueno who showed these characteristics and his work in El Salvador is also briefly studied. For the purpose of a better framework of reference, the paper also explores different positions that may express radical postures such as apostolic succession and the apostolic reformation (...) of the Church. Ang pananaliksik na ito ay naglalayong suriin ang antas ng kasanayan sa Ortografiyang Filipino, katatasan, at kasanayan sa pag-unawa sa pagbasa ng mga mag-aaral sa Ika-7 Baitang ng Sablayan National Comprehensive High School, Occidental Mindoro. Gumamit ng descriptive correlational method ang pag-aaral upang masuri ang kaugnayan ng kasanayan sa ortograpiya, katatasan sa pagbasa, at pag-unawa. Sa kabuuang 494 mag-aaral, 217 ang napili gamit ang stratified random sampling. Ang mga datos ay nakalap gamit ang mga talatanungan at standardized reading tools tulad (...) ng PHIL-IRI. Ipinakita ng resulta na mababa ang antas ng kasanayan ng mga mag-aaral sa ortograpiya, partikular sa pasulat na pagbaybay, paggigitling, at pagbabantas. Katamtaman naman ang bilis ng pagbasa ngunit nasa "instructional level" ang katumpakan. Samantala, mababa rin ang antas ng kasanayan sa pag-unawa sa pagbasa, lalo na sa pagtukoy ng pangunahing ideya at pagsusunod-sunod ng mga pahayag. Natuklasan din na may makabuluhang ugnayan ang kasanayan sa ortograpiya at pag-unawa sa pagbasa, subalit walang direktang kaugnayan sa pagitan ng katatasan sa pagbasa at kasanayan sa ortograpiya. Ang mga natuklasan ay nagbibigay-diin sa pangangailangang palakasin ang pagtuturo sa Ortografiyang Filipino at paggamit ng makabago at epektibong estratehiya upang mapahusay ang kakayahan ng mga mag-aaral sa pagbasa at pag-unawa. We examined the association of parents’ genetic causal beliefs and parenting behaviors, hypothesizing a positive association between parents’ genetic causal beliefs and their use of psychological control. Study 1 (N = 394) was a cross-sectional survey and revealed that parents’ genetic essentialism beliefs were positively associated with their self-reported use of harsh psychological control, but only for parents who reported relatively high levels of problem behaviors in their children. Study 2 (N = 293) employed a 4-day longitudinal design and revealed (...) that parents’ genetic causal beliefs positively predicted the use of psychological control, especially on days when they perceived relatively high problem behaviors in children. Overall, the studies demonstrated that parents’ genetic causal beliefs about character positively predicted psychologically controlling and harsh responses to child problem behaviors, which may ultimately be detrimental to child development. There is already a long history of conversation between feminism and deconstruction, feminist theorists and Derrida or Derrideans. That conversation has been by turns fraught and constructive. While some of these interactions have occurred in queer feminism, to date little has been done to stage an engagement between deconstruction and transfeminism. Naysayers might think that transfeminism is too recent and too identitarian a discourse to meaningfully interact with Derrida’s legacy. On the other hand, perhaps Derrida’s work was too embedded in (...) second wave feminism, and in some cases implicit misogyny and transphobia, to meet transfeminism on its own playing field. And yet, I think both suspicions shortchange these discourses. In this article, I stage a conversation between Derrida and two writers working in the area of trans feminism: Paisley Currah and Julia Serano. I explore, in particular, how their conceptions of gender neutrality or gender pluralism are complementary and together change the so-called “question of woman,” from a philosophical and political perspective. This paper is the twin of (Duží and Jespersen, in submission), which provides a logical rule for transparent quantification into hyperprop- ositional contexts de dicto, as in: Mary believes that the Evening Star is a planet; therefore, there is a concept c such that Mary be- lieves that what c conceptualizes is a planet. Here we provide two logical rules for transparent quantification into hyperpropositional contexts de re. (As a by-product, we also offer rules for possible- world propositional contexts.) One (...) rule validates this inference: Mary believes of the Evening Star that it is a planet; therefore, there is an x such that Mary believes of x that it is a planet. The other rule validates this inference: the Evening Star is such that it is believed by Mary to be a planet; therefore, there is an x such that x is believed by Mary to be a planet. Issues unique to the de re variant include partiality and existential presupposition, sub- stitutivity of co-referential (as opposed to co-denoting or synony- mous) terms, anaphora, and active vs. passive voice. The validity of quantifying-in presupposes an extensional logic of hyperinten- sions preserving transparency and compositionality in hyperinten- sional contexts. This requires raising the bar for what qualifies as co-denotation or equivalence in extensional contexts. Our logic is Tichý’s Transparent Intensional Logic. The syntax of TIL is the typed lambda calculus; its highly expressive semantics is based on a procedural redefinition of, inter alia, functional abstraction and application. The two non-standard features we need are a hyper- intension (called Trivialization) that presents other hyperintensions and a four-place substitution function (called Sub) defined over hy- perintensions. Marie Oldfield, Pro Bono Economics & Refugee Council. Over half the total applications for asylum the UK receives each year are initially rejected, yet nearly a third of these initial rejections are subsequently overturned on appeal. This process that fails to get decisions right first time imposes significant costs, not just on the applicants themselves, but also more widely on UK taxpayers. Asylum seekers are not entitled to welfare benefits nor employment except in some limited cases, and are often (...) placed in unsuitable conditions with lack of appropriate support to prepare their case for asylum. These unfortunate circumstances mean that they are unable to gather and present all the required evidence first time, even when the case for asylum is legitimate. As a result, the application is rejected and thus begins a cycle of appeals that might eventually lead to a successful outcome for the asylum seeker but will, in the process, burden the taxpayer with unnecessary administrative cost and cause the asylum seeker needless distress and prevent them from accessing suitable economic opportunities. • Our study estimates that there are approximately 4,000 initial rejections that are successfully appealed each year and, with each appeal incurring direct administrative costs of around £1,000, the price tag of incorrect initial decisions adds up to a hefty £4 million per year in unnecessary administrative costs alone. • There are other costs, too, that negatively impact asylum seekers and taxpayers, albeit in a more indirect manner. The longer the appeals process is dragged out, the more delay there is to successful asylum seekers entering the labour market which means lost economic activity and forgone tax revenue for the Exchequer. Long periods of unemployment also result in skills attrition and lower the probability of the asylum seeker successfully entering the labour market in the future. • A lengthy appeals process heightens stress and worsens mental health in asylum seekers, a group arguably already more vulnerable on this front. Unnecessary human suffering aside, there is also a monetary cost borne by the taxpayer should NHS mental health services become involved. Thus, there is a pressing and viable case for providing asylum seekers a stable environment in which to complete their applications for asylum. This would increase the likelihood of reaching correct decisions in the first instance, avoid unnecessary administrative costs of an arduous appeals process, enable successful asylum seekers to access the labour market and contribute to the Exchequer, and avoid placing extra demands on already strained NHS mental health services. Despite being a women's problem for a long time, catcalling has recently attracted lawmakers' attention. In 2019, the Philippine government enacted Republic Act 11313, or the Safe Spaces Act, which prohibits and punishes gender-based sexual harassment. However, despite the existence of the law, catcalling continues to be rampant. This study aims to explore the experiences of women in Quezon City who have been subjected to catcalling and to provide answers regarding the effects of catcalling on the victims, the locations where (...) catcalling is most prevalent, the most common perpetrators, and the victim's views on the Safe Spaces Act. This research uses a qualitative descriptive approach. Purposive sampling was used to select respondents, and respondents were interviewed using an interview guide to gather information. The findings indicate that women are most vulnerable to catcalling in public spaces, and the perpetrators are strangers or bystanders. Victims went through mental, emotional, and behavioral changes after the incident. Moreover, not all victims think that the law effectively addresses the problem because catcalling is still prevalent, and public awareness campaigns are lacking. (shrink)

Le discours psychiatrique s’établit au XIXe siècle par un corps médical qui reproduit des relations de pouvoir : dans le cas de l’hystérie, le corps médical (majoritairement masculin) impose un discours de vérité sur un corps féminin qui est celui de la patiente. C’est la dimension genrée de ce phénomène que nous chercherons à clarifier en ce qui a trait aux relations de pouvoir, en avançant la thèse que les hystériques se dressent comme figure de résistance devant le pouvoir psychiatrique (...) – cette résistance étant rendue possible par la réappropriation d’une parole dérobée dans la production d’un discours de vérité. Pour ce faire, nous présenterons en premier lieu les démarches de Charcot, puis de Freud et Breuer dans les études sur l’hystérie. Nous emprunterons ensuite le cadre conceptuel foucaldien pour analyser les relations de pouvoir qui se trouvent au cœur de ces deux exemples, et nous tenterons finalement de montrer comment les hystériques peuvent être vues comme « militantes », à partir d’une perspective critique et féministe. The central aim of this article is to specify the ontological nature of constitutive mechanistic phenomena. After identifying three criteria of adequacy that any plausible approach to constitutive mechanistic phenomena must satisfy, we present four different suggestions, found in the mechanistic literature, of what mechanistic phenomena might be. We argue that none of these suggestions meets the criteria of adequacy. According to our analysis, constitutive mechanistic phenomena are best understood as what we will call ‘object-involving occurrents’. Artificial Intelligence is becoming widespread and as we continue ask ‘can we implement this’ we neglect to ask ‘should we implement this’. There are various frameworks and conceptual journeys one should take to ensure a robust AI product; context is one of the vital parts of this. AI is now expected to make decisions, from deciding who gets a credit card to cancer diagnosis. These decisions affect most, if not all, of society. As developers if we do not understand or (...) use fundamental modelling principles then we can cause real harm to society. Recently more serious effects of AI have been observed. Dehumanisation is the human reaction to overused anthropomorphism and lack of social contact caused by excessive interaction with, or addiction to, technology. This can cause humans to devalue technology and to devalue other humans. This is a contradiction of the use of ‘social robots’ and ‘chatbots’, indicating that the negative effects of this technology would outweigh any perceived positive effects. Also, within cyberspace, anthropomorphism and similar techniques based on deep philosophical principles can, and are, being used to alter the behaviour of humans. These techniques are used to manipulate human behaviours at a basic level in the human mind. As these types of techniques are becoming more widespread, it is clear that we are entering unchartered territory that holds a vast array of consequences for society. (shrink)

Over the past few years we have seen an increasing number of legal proceedings related to inappropriately implemented technology. At the same time career paths have diverged from the foundation of statistics out to Data Scientist, Machine Learning and AI. All of these new branches being fundamentally branches of statistics and mathematics. This has meant that formal training has struggled to keep up with what is required in the plethora of new roles. Mathematics as a taught subject is still based (...) in decades old teaching specifications and has not been updated centrally as a curriculum to include new technologies, coding or ethics. This subject area is firmly split between ICT and Mathematics in secondary school, continuing on to be split between Computer Science and Mathematics at University. As we move forwards with technology we see these once seperate fields becoming increasingly intertwined. We propose that existing provision for concepts such as ethics and societal responsibility in analysis currently exist but have not been incorporated into the mainstream curriculum of School or University. This is partially due to the split between fields in an educational setting but also the speed with which education is able to keep up with Industry and its requirements. Principles and frameworks of socially responsible modelling beginning at school level means that ethics and real-life modelling are introduced much earlier than normal. Integrating these concepts with philosophical principles of society and politics ensures a suitable background for future modellers and users of technology to draw on. Modelling is currently undertaken in technical sciences at University but the Subject Benchmark Statements are not current (Subject Benchmark Statements describe the nature of study and the academic standards expected of graduates in specific subject areas. They show what graduates might reasonably be expected to know, do and understand at the end of their studies). Even in 2019 the UK did not yet have Benchmark Statements that discuss the learning to be done in Higher Education around AI and advanced Machine Learning. Where there is provision for AI and Data Science within degree courses ethics is not generally highlighted as a key concept. As such there can be a lack of focus on the teaching of modelling or ethics as specific skills. The skills required to use a basic statistical model, for example would not be sufficient to start from scratch and build an ethical model reflecting real-world scenarios with which to inform policy or organisational decision making. This is a skill in itself and includes such aspects as awareness of data quality, ethics, user implementation problems, context and an understanding of the environment that the model is being created in. As the field of analytics has progressed so quickly in the last decade modules such as those covering AI have simply been bolted on to Maths or Computing degrees rather than being fully detailed as key areas of study or driving new, more integrated courses of study. This paper posits that gaps at primary, secondary and tertiary educational levels need to be addressed. Implementing and integrating key concepts from school level is essential so that areas such as assumptions, caveats, quality assurance and answering the right questions with constructive challenge become a cultural fixture. This not only helps developers of technology but users of rapidly developing technology also. In addition, leadership and soft skills as part of this education will ensure that a cultural shift can take place and promote continuous improvement in analysis within organisations. The addition of key concepts throughout the educational system and the updating of potentially outdated curriculums is key to ensuring a functional society. A society where every citizen is a user of tech and those that develop it can be ethical and socially responsible in its development. (shrink)

AI systems that demonstrate significant bias or lower than claimed accuracy, and resulting in individual and societal harms, continue to be reported. Such reports beg the question as to why such systems continue to be funded, developed and deployed despite the many published ethical AI principles. This paper focusses on the funding processes for AI research grants which we have identified as a gap in the current range of ethical AI solutions such as AI procurement guidelines, AI impact assessments and (...) AI audit frameworks. We highlight the responsibilities of funding bodies to ensure investment is channelled towards trustworthy and safe AI systems and provides case studies as to how other ethical funding principles are managed. We offer a first sight of two proposals for funding bodies to consider regarding procedures they can employ. The first proposal is for the inclusion of a Trustworthy AI Statement’ section in the grant application form and offers an example of the associated guidance. The second proposal outlines the wider management requirements of a funding body for the ethical review and monitoring of funded projects to ensure adherence to the proposed ethical strategies in the applicants Trustworthy AI Statement. The anticipated outcome for such proposals being employed would be to create a ‘stop and think’ section during the project planning and application procedure requiring applicants to implement the methods for the ethically aligned design of AI. In essence it asks funders to send the message “if you want the money, then build trustworthy AI!”. (shrink)

For synergistic interactions between humans and artificial intelligence (AI) systems, AI outputs often need to be explainable to people. Explainable AI (XAI) systems are commonly tested in human user studies. However, whether XAI researchers consider potential cultural differences in human explanatory needs remains unexplored. We highlight psychological research that found significant differences in human explanations between many people from Western, commonly individualist countries and people from non-Western, often collectivist countries. We argue that XAI research currently overlooks these variations and that (...) many popular XAI designs implicitly and problematically assume that Western explanatory needs are shared cross-culturally. Additionally, we systematically reviewed over 200 XAI user studies and found that most studies did not consider relevant cultural variations, sampled only Western populations, but drew conclusions about human-XAI interactions more generally. We also analyzed over 30 literature reviews of XAI studies. Most reviews did not mention cultural differences in explanatory needs or flag overly broad cross-cultural extrapolations of XAI user study results. Combined, our analyses provide evidence of a cultural bias toward Western populations in XAI research, highlighting an important knowledge gap regarding how culturally diverse users may respond to widely used XAI systems that future work can and should address. Emotions are an everyday occurrence. Much work has been done into what the point of emotion is and what part emotions might play in our lives. The great impact emotions have on our lives means it’s not surprising that great philosophers have studied them over the centuries. Anger is an emotion that we encounter every day and most of us are very familiar with. Anger is a response to some ‘wrongfully’ inflicted damage to someone or something that one cares about. (...) When this happens, it is natural for us to feel the need for ‘payback. It is generally agreed by most philosophers that this wish for retribution is a key part of feeling anger. If there is no wish for retribution in your mind when you think you experience anger then perhaps you are experiencing grief or some other emotion. Nussbaum states that anger is a central threat to decent human interactions and posits that a necessary component of anger is the wish for retribution. She states that a wish for retribution can occur independently of anger but anger cannot occur independently of a wish for retribution. In this case – we would be feeling different emotion. This paper has two sections; In section One I will discuss in detail Nussbaum’s view, the two concepts of anger she presents: ‘Payback Anger’ and ‘Status Anger’. The former being anger with a retributive element and the latter being where one would react to an insult or wrong with anger in order to ‘put someone back in their place’ so to speak. This is followed by a brief word on why Nussbaum thinks anger might be beneficial in some circumstances. Section Two discusses cases of anger without the retributive element and how Nussbaum might respond to these cases. We will see how we can be angry at something within our circle of concern but simply want an end to the issue such as a war. This may not involve retribution but still generates anger. I discuss how we can be angry at a flatmate or family member but not want retribution. “Self-Retributive anger” comes up as another case where there does not seem to be retribution involved in anger towards the self. I also discuss here what retribution might consist of and how Nussbaum’s view is unclear on this. The conclusion will summarise the objections to Nussbaum’s view and the objections to that view culminating in a request for further empirical research to determine if we can establish the nature of the feeling of anger in humans. In the last decade, the UK Government has attempted to implement improved processes and procedures in modelling and analysis in response to the Laidlaw report of 2012 and the Macpherson review of 2013. The Laidlaw report was commissioned after failings during the Intercity West Coast Rail (ICWC) Franchise procurement exercise by the Department for Transport (DfT) that led to a legal challenge of the analytical models used within the exercise. The Macpherson review looked into the quality assurance of Government analytical (...) models in the context of the experience with the Intercity West Coast franchise competition. This paper examines what progress has been made in the 8 years since the Laidlaw report in model building and best practise in government and proposes several recommendations for ways forward. This paper also discusses the Lords Science and Technology Committees of June 2020 that analysed the failings in the modelling of COVID. Despite going on to influence policy, many of the same issues raised within the Laidlaw and Macpherson Reports were also present in the Lords Science and Technology Committee enquiry. We examine the technical and organisational challenges to progress in this area and make recommendations for a way forward. (shrink)
